I'll cut to the chase:
after collecting the Coil Rifle [above the room where Jason discovers where claire is being interrogated for the first time, and through the left foam door] I went up to the corridor above. Standing with his back towards me was one of the strong units who say 'you've got the armour, but you don't know how to use it' . I couldn't kill him or get past him in any way. Is this a known issue?
For reference I was on insane, had gone to the foam as normal then picked up the missiles early in the room above the rocket turret.
This would prevent someone from collecting 100% of the items, although personally I wasn't attempting that.
